It was for earlier toy lines, but movie lines included. Generally, "non-human" characters had a much lower import rate (stupidly) so Toy Biz was just trying to gain as much of an advantage as they could, especially in light of rising costs at the time.

Plus, it was import fees, not taxes per se that pertained to profits, etc. And all companies benefited from this fight, not just Toy Biz as it changed the classification (as long as they could prove they were also making mutants).
