Girls do still play with dolls, and boys have moved on more to video games. There are many problems with GI Joe become ever present like Barbie (or Star Wars).

1.) they need a successful cartoon to advertise the toys. They need that cartoon to stay on the air for more than 2-3 years (which seems impossible). Not only that, but they need that cartoon to grab the attention of the young viewers.

2.) they will constantly be hamstrung by the fact that GI Joe is basically the US military at war. Sometimes war just doesn't sell.
