Highest profile Bat-villain next to the Joker and there hasn't been another figure since Wave One.

Repaint or not, we wouldn't have seen him if Mattel didn't feel he was due for another shot. I know there are Super Powers detractors out there, but come on. It's the freaking Penguin.
