I ran this question past a friend of mine who lives in England. He replied with the following:

The only one I can think of that would come close to that these days would be a place called Orbital Comics and Collectables in the West End (and thus easy to access) who have a lot of old, loose toys (some carded, but by no means all).
Since I haven't lived in London for 15 years or so, it's not easy for me to judge anymore, but that's a start!

From my own experience from a number of years ago, for new toys, you might try Hamley's.
