My first guess would be one of the Tweedle brothers from the original animated Alice in Wonderland.

To be honest I don't think it's Funko, is it not a Warner Bros Original.

If you click on the link I posted- hes definitely got some kind of tag-- the rubber banded stuff that Applause used to tag on their stuff- so he was probably a loose item as is no package-- maybe a WB store exclusive-- maybe Chip can remember him..
