Interesting stuff; I've heard and read about this concept for years...it usually ends up going nowhere, as 1) most children become attached to toys and 2) most parents don't like the hassle of shipping these back. It sounds really good on paper, but it's just not practical (or at least it hasn't been with past similar ventures).
I say we try it out at AFi with Chip's Super Powers collection.

Hmm, maybe kids today are different but this never would have worked for me. Yea, I had a ton of toys and I transitioned from thing to thing but overall, I pretty much played with hot wheels or ninja turtles the majority of the time. My parents would have had to rent the same things over and over.

We've had attempts at "Toy Libraries" here but they never make it more than fiscal quarter or two.
Too much of the inventory doesn't get returned or its returned in worse condition, not enough interest from families willing to let their kids play with/chew on toys that some unknown child has played with/chewed on, prices for rental quickly add up to the same as buying something new at retail, etc...
Its a great idea in theory, but doesn't work very well once initiated.

I see a metric ton of pitfalls here, just not something I see working.
