I have vague memories of what had to be a insanely crazy movie. The main thing that I remember is that the villain (I think) was a disembodied brain (with eyes still attached) inside of a tank of liquid that rode around in an electric wheelchair and could talk through an external speaker.

Anybody have any idea what the movie is?... Part of me really wants to see it again and part of me wonders why I want to subject myself to it...

Any idea of the time frame? Was it black and white? Who was in it?

Could it be Blood Diner? I have not thought of this movie in years.
