Can someone help identify this action figure. The character has a wrist band on one wrist and a tattoo on the other arm. The tattoo depicts a "thumps up" riding in a helicopter.

The only clue we have is that it might be a Hasbro action figure not connected to any comic book or movie or TV character. In other words, it is supposedly a character created by Hasbro.

Any help appreciated.
