In any action figure form. Son of Satan, Machine Man, Stilt man and Owl from Daredevil. Mad thinker,Puppet Master and Alicia.

Mini-mates have done a few of those.   Unless you don't consider mini-mates action figures, which would be fightin' words.  But I wouldn't consider any of them major. Still, there are gaps in certain teams, that's for sure.

Major as in 20 appearances or more. also add Goblin Queen, Two Gun kid, original Ghost Rider or any westerns.Red Sonja, Hellcat?, 70's GOG, Devil dinosaur, the Eternals, I'm sure I'm forgetting a few.

Don't think they have the rights to Red Sonja anymore (she's a Robert E. Howard creation).
With you on Hellcat and the Eternals (who have been almost entirely ignored), though.

I think everyone has their interpretation as to who constitutes a major character. But I'll agree with you both that Hellcat and the Eternals should be made.
For me personally I would love them to release a better Vision, Tigra, Sersi, Speedball, Justice, Namorita, and Night Thrasher (give me some more New Warriors love Hasbro !! ha ha), and the Power Pack.
