That's what's known as a Frankensteined figure. That's the good/bad of having a line of figures held together with a Phillips head screw - easy for anyone to customize but you end up finding a lot of weird stuff like this. The head and back of the chest (and possibly the left arm) are from a H.I.S.S. Driver, the front of the chest is from a Dreadnok (I think Ripper), the right arm is from a B.A.T. and the pelvis and legs are from, I believe, Stalker.
When I was a kid I used to take that screw out then throw figure in the air and watch him explode when he hit the ground lol. But yeah I was a young as 10 years old when I used to mix and match GI Joe parts
