This is not correct. Gulliver NEVER released Super Powers toys in Brazil. "Juguetes" is not even a Portuguese word.
Only Estrela had the SP license - and released Brazilian Wave 1 in 1987, wave 2 in 1988 and Black Batman variant in 1989.

Did Gulliver release the Secret Wars figures in Brazil, or were both the Secret Wars and Super Powers all imported from Colombia?

Gulliver released Secret Wars in Brazil. They're not imported.

The base of the red-blue Spider-Man is all I still have from Brazilian Secret Wars:



After zooming and enhancing the picture you can clearly read "Made in Brazil" and the Gulliver logo



The same about Super Powers - all the toys were made in Brazil by Estrela.
There is a "Estrela S.A." written in every wave 1 toy. Look at Wonder Woman, Joker and Black Batman:

I also added (Argentina) to Pacipa and Play Ful..... that is correct isn't it?

The Batman in the original post is Black and Grey. Not completely black like the one you replied about. I do think that the Black and Grey one is a custom job. The closer I looked at it I could see some ble paint where the black paint had chippped off.
