Had this guy stored with He Man figures, but doesn't seem to be one of them. Any idea what/who this is?

Made by Chap Mei Toys around the time of the 200x MOTU line as a 4" "me too" line. Were pretty common in Big Lots for a few years after that and were holiday items at Rite-Aid, too.
