My guess was also Man of Steel era. We didn't see any variants unitl the Dark Knight line, and there's no way the first deviations from DC's Iconic main characters is going to be chains and fishnets. The art looks to be poses traced straight from the Garcia-Lopez style guide/Who's Who/Marvel Handbook. And one of the WW designs looks suspiciously like a JR JR Typhoid Mary swipe...
I also agree that this is a pitch, not a plan. I've pitched thousands of toy concepts over the years, and 99% of them don't get further than the pitch discussion. At Wendy's, we routinely did up to 100 concepts for the 5 toys you end up with every month. And most of those were never seen again.
So...interesting, but only barely. Basically this is fan art, just done for a more targeted purpose.
I think I need to write this up in a blog! ;D
