I bought $14.99 of windups from this guy, weeks go by and I never get them. So I write to him and he says "let me check my records". 4 more days go by, I write him back, no answer. Finally, after 4 messages he writes me back and say's he screwed up the order, so he can refund my money. I ask him to do that (still haven;t left negative feedback mind you). 3 more days go by, I write him, no response, no refund. I told him I would open a case if he didn;t refund it that day (this guy has had plenty of sales in the last week). I opened a case, and he finally wrote me back withs some BS about (direct quote here, copied and pasted) "i wish you wouldn't have opened,i when to refund but there holding fees and there is no extra to refund". HUH?? What does that mean? Anyway, my question is twofold. First, does anyone know what in blue hell he's talking about? 2nd, I already opened a case with Ebay, should I ALSO open one with Paypal (that's really why I wrote this, I'm not sure if I should also open one with Paypal). Any help from the action figure brain trust would be greatly appreciated.

When you open a case (through eBay or Paypal, it doesn't matter which), it places a hold on the seller's account for the amount. So, you don't have the refund yet but he does not have access to the funds anymore either. If his account was zero and the claim was for $15, he'd have -$15 in his account. He can still offer you a refund, so I have no idea what his deal is there.

Seems pretty odd to go through the hassle of scamming for a mere $15.

He finally refunded the money. Thanks for the feedback.
