Why do some of the pms that I attempt to send sit in my Outbox and do not send?

Vader just explained this to me:

The PMs in your Outbox have not been opened and read by your recipient yet. The ones in the Sentbox have.

Ah ok, that explains it. I assumed they were waiting to be sent.
