Last year the site crashed the first time they tried (which was in NOV, I believe). Then it crashed the second time (FEB).
They finally got it right the 3rd time, but the 4 day passes were gone in two hours. Maybe it'll go better this time around, but last year was a total cluster.
And if a lot of people couldn't get passes at the show in July, there'll be 10,000's more trying this year than last.
Four day plus preview night is the package most people want, so it goes fast. You need to be prepared for that and have a backup plan (like the 4 day w/o preview night) ready.

No one knows yet.
According to the official site it will be "fall" and there will be the additional requirement of a member ID this time (presumabley you can sign up for this before the badges go on sale).
Doing a bit of digging the original 2011 sale date (Nov 1st) was announced Sept 3rd so hopefuly details will be availale sooner rather than later.
