I was trying to determine if Comic Con falls on the same week in July each year or if there's some kind of pattern. Or, better yet, do they announce the dates for the next year's con at the current year's?

The con moves around a bit depending on the schedule of the Convention Center. Sometimes it ca be as late as August, but they try yo keep it 3rd week of July-ish.

And yes, they will announce the dates for the next year at the current con.
