Yea it really could be anyone. My guess was Rayner because all the pics I've seen of power ring are of a white guy. I'd be fine with anyone they picked though.

Power Ring.
The current versions of the Crime Syndicate of Amerika, were designed by Frank Quietly for Grant Morrison's JLA:Earth2 graphic novel. The versions of Ultra Man and Super Woman are from that set. They and Owlman are currently being featured in the weekly DC comic Trinity. The other two, Johnny Quick and Power Ring were redesigned as younger versions taking the palce of older ones to mimic the roles of Wally West and Kyle Rayner. When they next appeared, John Stewart had taken Kyle's slot in the JLA, so the writer put a piece in the story to have a John version of Power Ring on the CSA instead.
