I noticed this a lot at some of the Bay Area TRUs as well. Some 6" Iron Man and Marvel legends were switched out for their 90s Toy Biz counterparts. I pointed that out to one of the workers, but they would just shrug.

Welcome to the boards!
I'm guessing some collectors just want to see if they can get away with it, same as any other shoplifter. It seems to be a lot of trouble just to save a few bucks.
If you figure out how to post a pic, please do. Swaps make funny pictures, imo.

My local Target stores have not stocked DCUC wave 19 yet. The pegs have been empty for weeks. I placed my order for wave 19 with Diamond Comics. I normally use Amazon which recently offered these.
Last night I saw a great deal on wave 19 from shop.mattel.com. that I couldn't pass up. (5 of the wave 19 figures for $8 each = $40) + Free Shipping + $2.80 tax = $42.80 I just have to buy another Sandman to complete a 2nd set.
I was going to post this last night, but shortly after my order, the deal was no longer listed on their website.

I actually work in New Albany- so at least I get to go against the flow of traffic-- so I raid the stores across the river as well... (and any time there is a backup heading home-- wal mart, Target and TRU are just 30 seconds off the interstate...)

I've grown tired to the Targets here stocking these and just missing out. So yesterday I placed an order from BBTS for Stargirl and The Atom and since they got in w18, threw in a Bronze Tiger to finish out that wave for me too.
