Apparently not. On May 1st, on one of the sites they asked if they were still shipping, and they said they are still going to ship them to stores. Here is the question and answer.

Q: With the disappointing DC All Star and Young Justice announcements, will the Toys R Us Dc 2 packs still be released or is their future uncertain at this time has well?
A: Yes these are still shipping.
