What would be the best method of getting these figures out there? i say online order, its so much easier

Yep. Online is the best way to go, and believe me, I won't miss wasting all the time and gas going from store to store searching for these.

They could re-release all the tough-to-find figures in three packs themselves.

That is a key issue. The international folks need to be able to complete their sets too. Canada, Austrailia, Philipines, etc.

Most likely they would cater to the online stores like BBTS, so at least the packouts would be even. Hell I love the hunt but preordering and actually getting stuff would be pleasant.
