There are so many they could throw together using characters that were actually on the show, I'm gonna stick with those. I'm sure all of these will forever live in fantasy land, but the 6-packs I would want are as follows:

Justice Guild: The Streak, Green Guardsman, Cat Man, Tom Turbine, Black Siren, Ray Thompson.

Justice Guild Baddies: The Music Master, The Sportsman, Dr. Blizzard, Sir Swami, evil Ray Thompson, maybe fill in the last spot with a few Justice Guild rings.

Task Force X: Deadshot, Flagg, Plastique, Captain Boomerang, Clock King, Amanda Waller

Ultimen: Wind Dragon, Juice, Long Shadow, Downpour, Shifter, maybe a Giganta or Prof Hamilton.

Royal Flush Gang (both sets)

JL Kids: Batman, WW, Supes, GL, Mordred and Morgaine le Faye.

Here's some I'd like to see. I'll try and keep it semi plausible from a marketing strategy, though I'm not sure if all villains packs are likely:

Injustice Gang: Joker, Copperhead, Shade, Suited Luthor, and Star Sapphire, EXCLUSIVE: Cheetah.

Gotham City Pack: JL Batman, Batgirl, Robin, Two-Face, Catwoman, EXCLUSIVE: Clayface. (As a bonus repurpose generic female JLU bodies for Batgirl and Catwoman.)

Metropolis Pack: Superman, Supergirl, Steel, Parasite, EXCLUSIVES: Livewire, and Toyman.

Central City/Flash and Substance Pack: Batman, Flash, Orion, Mirror Master, EXCLUSIVES: Captain Cold, Captain Boomerang.

Only A Dream Prison Breakout: Hawkgirl, Superman, Green Lantern, Volcana, EXCLUSIVES: Firefly and Luminous, (Could also switch out a villain to rerelease Copperhead.)

Apokolips Battle Pack: Superman, Mister Miracle, Barda, Darkseid, EXCLUSIVES: Kalibak and Mantis.

And here's my really unrealistic one...

Wildcards 7 Pack: The Joker, Harley Quinn, Ten, Jack, Queen, King, Ace.

One thing to keep in mind on these is that multipacks, regardless of how many in the pack - 3, 4, 6, 8 - always have mostly repeat charcters.

Doomsday was 1 new for 5 repeats
Grodd is essentially the same.

TheBatman had a 6 pack with 2 new figures, Poison Ivy and the Ventriloquist I think.

They also dont follow any real or logical "theme".

Morgaine Le Faye? REALLY? Make her a single and swap her in the six-pack for Baby Etrigan. A little Baby Etrigan figure would be the next best thing to a plushie.
