...with no re-releases/repaints, and based on JLU series importance ONLY & the ability to fit inside the bubble on a single card (no Kalibak, Mongul, etc), then who would be the last wave?
Here's my last wave of JLU, with reasoning :
The Question (Cadmus arc & many other major episode roles)
Captain Atom (Cadmus arc & many other major episode roles)
Mr. Terrific (Took over for J'onn as Watchtower coordinator)
Batman Beyond (Clone of Bruce Wayne, his show had the JLU-concept)
Galatea (Clone of Supergirl, Cadmus arc, only 1 of 2 major characters to be killed)
Toyman ('Killed' Superman, history back to STAS)
And, as a bonus, the SDCC exclusive three-pack to close it all out :
Amanda Waller (Cadmus arc, cloned Bruce to create Batman Beyond)
Devil Ray (Killed by Batman/Deadman, only 1 of 2 major characters to be killed)
Tala (consort of both Luthor & Grodd, used to bring back Darkseid in finale)
What do y'all think? Remember, give your reasons.

I was making the assumption that, if it was a final wave consisting of original sculpts of new characters, they'd at least give us an assortment of 2 of each character in a case of 12.

Show importance, huh? Guess my obligatory GL Hal Jordan is off of that list
1) The Question
2) Captain Atom
3) Galatea
4) Batman Beyond(technically, wasn't he the naturally conceived son of Mr. And Mrs. McGinnis, with a liberal sprinkle of Bruce Wayne DNA spliced in?)
All of the above four because of their roles in the substantiall important JLU backstory.
5) Cheetah, because it was through her that Batman pulled a Hannibal Lechter and escaped from Luthor's pre-Legion team. Classic!
6) Adult/modern/blue Supergirl, 'cause she's too cool not to have, plus she has ties to the JLU/Timmverse Legion of Super Heroes.

OK! Captain Marvel could have appeared in just one episode, but had a reference to Kingdom Come! Could it be cooler? All the rest are too much important to the show, not to mention Terrific took the role of John Jones. Throw in a Future JLU as a convention exclusive and I would be a happy fanboy
