I think, with all the New Gods they've done, Mattel and the Horsemen are pretty committed to competing teams and groupings (unlike another prominent company that makes DC action figures...), so the very fact that Cyborg, Kid Flash and Starfire are being made leads me to think a lot more Titans are on the way. The question is what era, Silver Age, New Teen Titans era, or the Modern Age. I think you'll see Aqualad before Tempest, for example, but you'll probably see Red Arrow before Speedy (or Arsenal, for that matter).
Just make Hawk and Dove! That's all I ask!

That could be two 2-packs right there! Bring 'em on!

H&D in comic style would be a GREAT two pack. Also would make for an easy Kestrel. New head, switch hands.
AND you could do a chase 2 pack with the female (or male depending on which one you chose as the 'regular' version) Dove...

So after what we saw at SDCC, which characters have moved up or down on the list? I agree with the Titans being moved up, and I think we will definitely see Metron, Granny Goodness, and other New Gods. And since we now are getting the super awesome and funky Killer Moth, I think there's a great chance to see other funky costumed guys like Calendar Man, Signalman, or Crazy Quilt.

1. I hope you are right about the New Gods, but I think the only ones left that they might make are: Desaad, Metron, and a Parademon (and maybe Steppenwolf since the 4H love the Super Powers line so much). I just don't see that line going any deeper, that's why I see the JLU as the best hope for an almost complete group of New Gods (unless DCIH lasts a long time and goes nuts with them at some point).
2. I know you put a wink in there, but it seems like Calendar Man would require too many extra sculpted-on bits to make him work... a bunch of those other guys you just posted in your goofy guy thread could be simple repaints.

Ya know, Etrigan might be a good base for Parademons...

I don't know that we'll get too many more 4th World characters, but I do think more Kirby characters are possible. Kamandi, the Guardian, even the likes of the Sandman and Omac seem to have a good chance. Remember, there were two Kirby characters in Wave 1 alone.
In all honesty, Killer Moth really shakes things up. I thought he MIGHT be a exclusive way down the road, if enough people jumped on his bandwagon. But Wave 7? Wow. Clearly, all Batman rogues have a better the even chance of being made. I'd say guys like Firefly and the Ventriloquist have become likely bets, and Ra's Al Gul and Talia are now sure things.
Also, the inclusion of Beetle and Booster in the same wave indicates that Toy Guru or the 4H (or both!) are fans of Justice League International, so I'd say all those characters are just about locks. The one in particular that stands out in my mind: Guy Gardner. He just may be the second GL in the line.

As far as the New Gods though I think we'll at least see Metron, Desaad and Steppenwolf get made. I'd like to see Highfather, Farager and Granny also though.

A long-overdue update, here's who came off...
Certain to be made
Dr. Fate
Parademon
- - - - -
A great chance of being made:
Hawkgirl (classic)
Mr. Terrific (modern)
Giganta (classic, C&C)
Ultraman
- - - - -
A 50-50 shot of being made:
Commander Steel
Gentleman Ghost
- - - - -
Doubtful of being made:
They weren't on the list, but 80s Vigilante and E3 Luthor definitely goes here!
