I would love Tempest, I only put Arsenal 1st because I wanna make it clear that I want Roy as Arsenal, not as Red Arrow or as Speedy. Dont get me wrong Roy as Speedy would look sweet with my Kid Flash Wally if they or the same size, but Arsenal from Outsiders next to Nightwing would look sweeter! and the accessories he would come with; two hand guns and bow & arrows, MAKE IT HAPPEN MATTEL  MAKE IT HAPPEN

My updated 10:
Aqualad - small teen body
Tempest - red and black costume on Sinestro body
Robin (Dick Grayson) - both small teen body and Sinestro body
Nightwing - classic disco collar, Sinestro body
Speedy (Roy) - small teen body
Arsenal - Sinestro body
Changeling - Sinestro body, white and red costume
Kid Flash (Wally) - Sinestro body
Wonder Girl (Donna) - classic costume on a new young teen female body
Raven
but for Young Justice I'd like:
Robin (Tim Drake) - small teen body
Impulse - small teen body
the only problem is that the wave 13 Superboy was made too big to fit in with these two.
