Oh, this is tough! There are so many great characters left to be made. And I am trying to think of the over-sized figure more in terms of Metron than Rocket Red.

See, now I gotta say this is a bone of contention for me because both Bane and Croc are human, and should come under 7 foot tall. The CnC Bane, while a great sculpt is just too tall for the character and I fear this same mistake will happen with Croc if people keep wanting him as an oversized figure. Just look back through the comics, and aside from the odd modern interpretation (I'm looking at you Jim Lee), Croc is only a bit taller than Batman. The DCSH Darksied, Mongul, DCUC Ares and Etrigan are all about the right height for Croc, taller than a regular figure, but not a giant.

I like the Arkham Asylum portrayal of him the most I think. Maybe not that big, but the overall design. Not too crocy, but still not just a scaly human. Honestly, if they could just make the DCSH one bigger and add in articulation I'd say that would be pretty much perfect. I LOVE that sculpt

I LOVE that sculpt I agree about the DCSH Croc, if they make that same figure about as big as Ares or Etrigan with new articulation, that would be all we need. It is a great sculpt and I think it fits nicely on the fence for those that like him as just a scaly human, and those that want him a bit more monster like but not full blown Lizard rip off.

I never get tired of wish lists. I know some guys hate it but I think it's harmless fun. And I actually sometimes get excited about other people's wish lists when they remind me of characters I never thought of wishing for.
Now, I love DC villains. Can't get enough of them. Heck I keep hoping for a Royal Flush Gang or Extremists 5-pack. Maybe even a Fatal Five four pack (four because we've GOT Validus)...
But here are my priority villains

I don't want to clutter the thread with discussion, but why is Granny being listed as an oversized figure? She should make it as a regular fig, right? Sure, she would require new tooling, but if you list her as oversized, you're saying that she's a $30 fig, as opposed to a $15 fig.

Pack in Lashina and Stompa (and maybe even throw in Oberon), then it'd be worth the oversized price

Yeah, that's the thing about Granny.... IF they ever make her, it's like starting a new team. We'll then be campaigning to get all her Furies, and it seems unlikely Mattel would ever produce all of them. Getting just one or two wouldn't satisfy the team completists.  On a similar note to the criticism above about Granny being classified as a large scale figure -- should we be doing the same with Oracle in wheelchair? I hate having to spend $30 for a small female figure just because it'll come with a wheelchair accessory. The wheelchair wouldnt be that big, and could be disassembled in the package with simple re-assembly once we open it. I don't think any "large scale" figure should be anything less than the 8-9 inch massive characters we've become used to as C&Cs. We wouldn't feel like we're getting our money's worth. However, I have no problem with Metron since his chair is significantly bigger than a typical wheelchair accessory, and more like a massive throne.

Well, I can cross Jay Garrick, Atrocitus, and Poison Ivy off my list, since they've already been confirmed. Ignoring the rumors for now, I know who I would like to see added to this line. In no particular order:
Larfleeze Saint Walker Jade Huntress Captain Marvel Jr. Geo-Force Miss Martian Element Lad Sun Boy Polar Boy Mirror Master Weather Wizard
(Flash's Rogue's Gallery is HORRIBLY underrepresented)
Large-size figures:
King Shark Rocket Red (I voted for him as well as for Metron)
And here's an idea if Mattel does Rocket Red. Borrow an idea from Hasbro when they issued the Arctic HISS Tank in G.I. Joe and included a sticker sheet that allowed the buyer to apply whatever number combination to the side they chose. Provide a vinyl sticker sheet of numbers for Rocket Red so that we can number them as we please (and buy more than one...!)

From what I've read about tooling costs over the years, it's very possible that Oracle and Metron's chairs could cost as much (or more) to make than most new characters that have new tooling costs. That's why it makes sense for those to be deluxe/oversized if the chairs are well done and new sculpts.
