You can also find Playmobil at some discount stores, like Tuesday Morning. I got the Sphinx that way, and I've seen quite a bit of the Roman stuff, like the arena, there too.

Most of the Playmobil sets that I have seen seem to be more in scale with Imaginext than anything, but some of them can be used with JLU. I would always suggest trying to see the set you are interested in,in person to get a better idea of scale.

Would need to see them side by side. Might work for Scarface too. Could also be a "JLU" Toyman in DCIH scale, but might be too small for JLU scale.

From what I remember of Playmobil
the style is so distinct to itself that I can't see it "meshing well" with any other toy line out there.
Now, to be used as a skeleton to sculpt on top of .... that has possibilities I would think.

That's what I'm leading towards. I might have to Frankenstein the buck with bits and pieces from Action Heroes or Bandai's Teen Titans (or maybe some Ben 10) plus some original scultping.

I found a Hero World Kilowog at Toys R US. I still like the custom I'm working on better than these two options. But he seems JLU compatible.

Thanks for the heads up!!! HW Kilowog looks fantastic! Wow! This design looks more comic book accurate, strong and powerful than the one Bruce Timm did for GL: The Animated Series. No, really... WOW!
