Sad to say nearly impossible.
They are very much a limited offering and very much in High Demand.
You'll still see them on occasion at a collectible toy show or at flea markets but always at a mark up. Series 1, last time I saw them, was going for about $12 per pack unopened and undecoded.

Usually very hard. but I live in California, and at 3 Local malls they have this store called "Xtreme Toys" or something like that. I went to one last week and they had at least one box of the previous series (Except series one) full of unopened figs. They had 3 unopened series one figs, but I felt each of them and they were not anything I wanted (I missed all of Series one). They were 3.99 each I believe. They also had open figs all marked up to like $12 each and complete sets as well.

I was at Wal mart and my girlfriend spotted a lone series 3 pack we grabbed it! When I got home I was so excited to see it was the man in the monkey suit......but his monkey helmet was crushed beyond repair. These things are great but I am not seeing any older ones.

Yeah, the TRU I hit at lunch today had 8 unopened cases of wave 5 sitting on the shelf right across from a slightly over-full gravity dump on the endcap. Plus, there were 2 more cases behind the counter at Customer Service. At this rate, I won't be seeing wave 6 locally for about 6 months

The lego store near me has started putting Minifigure sets into the build a figure bins. Early series too, I found pieces from the Vampire, mexican wrestler, and mime amongst others. I really wish that they had a Zombie in there..... the only one I regret not getting (I didn't even know these existed at the time, and now are way too expensive).

Meijer has lego minifigures on sale-- 2 for 4.-- (or 1 for 2.00 if the math is too hard) I know this applies to Series 5 (as I picked up one this AM)-- not sure if it will carryover to series 6-- it looked like this sale went through 2/28
