To the best of my knowledge, Fisher Price is King of creating self-sustainable, non-media supported Boys Toys lines.
Granted they are considered "pre-school age" children's toys, but between Geo Trax generic train building systems, any sub line within Imaginext (outside of Super Friends naturally), and even they Original IP Hero World, I can't think of anything else that might be comparable and competitive in that way.
Unless you go into evergreen items like R/C race sets (which do also put out copious amounts of Media tie-in sets) or some of the (becoming trendier) electronic toys like Hex Bugs (now in its 7th evolution).
