In general crafts is getting moved closer to the front of most stores, right next to the stationary department. The idea was to get rid of the fabric part of crafts and combine the greeting cards, wrapping paper and party supplies of stationary with the wedding and cake decorating stuff from crafts into a "celebration" area.

I don't know, this store went through a reset not too long ago, about a year ago I think (toys used to be up front, now is in the back of the store). They still have a full fabric section and greeting cards are in the front of the store.
