When I was in retail, PLCs happened by region and then by district so a price drop or increase didn't happen across the nation over night. Of course every retail chain is different and has their own policies and what not.

I can go to the target near my house and see toys for once price, and go to the target on the other side of town and see another. Same with toys r us as well. So I'm sure it may have been different from place to play. I have no idea what prices were in Texas at that time.

Some stores also price zone. Meaning that areas which have a heavier income have higher prices compared to an area which has a lower income.

Unfortunately I kind of live in the ghetto, but prices are better here than they are up on the NE side of town.
