I see his logic if anything... well at least this is what my reasoning would be.
Everyone can buy these figures on ebay, even in their packaging like he has. But no one has the invisible kid segment for sale, making him rare and even pricey to the people who would want to try and complete the packaging as best they can.
Much like selling empty boxes for for completest. Although I think $40.00 is a bit... much...

Why does he say "Loose" though? Because it isn't with the rest of the packaging? When I think of a loose figure, I think of no packaging at all... just a figure.

I agree... but don't these individual packages break away from a main package which wraps them up into some kind of tower? I think it's been called a 'club house'? I'm not sure, I don't own the Legion set, only seen pictures of it.

Each compartment opens from the top or bottom (depending on top or bottom row, of course) and the tray with the figure slides out.

Nope, no response... The auction was ended by the seller, though, guess he was afraid he was going to get busted. From the top of the page at the moment... I know Matty was where you could only get these but there was a lot of people on eBay selling these as well. Who probably ordered from Matty. It's common to collect these figures and not know what Matty is if you only check eBay and retail stores. I didn't know what Matty was until I joined another toy forum in August.
