Off the top of my head, Black Manta and Grodd. Can't think of any others.
EDIT: Oh, yeah, Rubberneck and Metallo.
Maybe he was referring to Action League? Lots of villains in there.

All right, all right. My point is this line didn't support the series diversity, it was about countless bat-variants that the show openly mocked in it's finale. I had to get a Bat-Mite by traveling to several McDonalds and then painting him properly.

Sorry, abuddah. We weren't piling on. Just more of an intellectual exercise for me. And I agree Mattel could've done more, starting with the Faceless Hunter and Gentlemen Ghost figures they already had in the works. I think the number of Kanjar Ros that went to discount stores put Mattel off the villains. It would've been better to lead with Joker, but he didn't show up until later in the show's run. I still think they could've done better than Kanjar. Even Black Manta sold through pretty well.

We were told by Mattel from the very beginning, the original announcement that Mattel considered this to be a "kids" line and NOT a collectors line and to expect a LOT of Bat-variants.
You can't be surprised that it came to pass.

I wouldn't be surprised if Mattel DID want to produce multiple villains but were shot down by the big 3 retailers. If the store buyers aren't going to order them, there was no point for Mattel to produce them. They have a lot of power in deciding what gets produced.
