I would definitley make the higher end stuff a seperate list..
I think the cap end would probably be say something like the Play Arts Line (which runs around 60.00)- (although I would include more expensive items from series whose normal price point falls into that range-- (say like Granymyr or the DC Direct Darkseid figure)--
I would include a Play Arts Arkham Harley on that top 10 list, and Secret Squirrel- not because he is a great figure-- but its about time we at least got an actual figure of him -- (I dont count that Funko Line as action figures). Id also throw in Daisy Duck as Aurra Sing and Scooter as Lando is a very nice sculpt as well.

The SH Monsterarts King Ghidorah should be on there somewhere. It is so MASSIVE and the sculpt is so good that the scales have a decent chance of cutting you!
The Marvel Universe Professor X was a great low-priced toy (mainly because of the hover chair).
Hasbro's AT-TE was a worthy addition to the Star Wars universe of toys. Sadly, that was about the only contribution this year.
Hasbro's MU Masters of Evil SDCC set was what ALL multi-packs should be: all-new characters that make sense as a team.
Lego's Avengers Quinset was a great higher priced set, while the Superman vs. Lex set (with Wonder Woman) was a very nice lower priced set.
I also enjoyed the MOTUC Snake-men two pack quite a bit.
I agree with Drago-man, Fisto, and the Space men on your list, though.

I never could keep my SW vehicle designations straight.
