My great hope is that there are collectors that would find those and need them.
What makes me think they are returns as opposed to lost stock is that there are three of them (same number as the new sets) and that they are from different waves/assortments. It's not like they put out a full case of purple carded 3-packs. And usually when I find something in a Target that was lost or hidden, there is the appropriate layer of dust on them for how long they have been lost. Just last month I went into another local Target and found 5 of the "Revenge of the Sith" Target Exclusive Lave Refelection Obi Wans (from 2005). These had clearly been unearthed from under a a shelf base when they did their latest reset.
I supposed it's possible they were finds, but that was my thought process.

One can only hope that someone still needs them, or that the holidays help move them on out. But I don't think this would happen at all if the retail price was still $9.99 and not $15.99.

My experience is similar. At this point, I have almost given up collecting DC hero toys from Mattel. The only product I can find is Brave and Bold, which they tell us is a "kids" line.
.
No JLU post Question.
.
No DCUC post wave 7. Except the Walmart 5 pack.
.
No DCIH. Except Target Superman/Batman movie packs and Walmart Titans 6 pack.

How can you tell it isn't Target's old stock?

I mean... I don't doubt you. And I expect the ol'e switcharoo to be more prevalent once those Eclipso JLU 6-packs start hitting the shelves at $25 to $30 a pop!

But by the same token, one of my happiest moments as a collector happened in 2005 when, by chance of needing a new pair of cleats; I happened to walk into the KB Toy store across the hall from a Virginia Champs Store.

And to my surprise, someone had unearthed a box of Toybiz Hulk Classics that contained a Smart Hulk, Mr. Fixit, Absorbing Man and Savage Hulk. As you can imagine, I was in collector Nirvana. And then of course, I spent the next 8 months hoping to find a Mecha-Hulk or a F4 Dragon Man; but no such luck.

My point is that:

A- Sometimes both customers hide merchandise, and employees misplace them.

B- Sometimes, the stores' inventory system messes up.

C- And Finally... The Ultra Humanite, Green Arrow, Shining Knight and Vixen are figures that still command a pretty penny on Ebay; so I'm pretty sure they'll find a good home soon. Maybe even faster than those Questions & Captain Atoms you mentioned.
